New public libraries and schools, bike trails, development incentives, ballparks, ambitious capital improvements, and more. It's all doable.

Ahem..."Sure it does."

Gov indeed does, but alas, yes; the bane of most local governments is a seeming inability to "do" anything big or initiative-related year after year. Often, this is a result of local office being won by popularity, or a better presentation of fill-in-the-blank platitudes. “We must X!” "We need to Y!" "I will make Z our top priority!” Lost in limits of such declaration is, “How, exactly?” When the how is both unknown and supplanted with affectations of know-how or action and doing (often, actually), it then becomes a liability.

This referenced "both" above needn't coalesce. Local elected officials (especially) are friends and neighbors, not county planning, or municipal project financing, or economic development strategy and negotiation experts. For the true leaders among those elected, success is a matter of owning it, and then engaging the expert doers (like us). 

We know. We've been there, seen it, faced this often challenging conundrum of expectation, and
